Objective: 
Using a data driven approach, leadership and management development priorities were identified, and then applied to the design, development, and delivery of professional development programs for managers and directors (Penn State Management Institute), and academic department/division heads (Penn State Leadership Academy).

Empirical data were gathered from a variety of sources, including the Faculty Staff Survey of 1996 and 1999, a literature review, a benchmarking study of peer institutions, and focus groups. From the data, a three-pronged approached to professional development was designed, utilizing a series of seminars, a web-based resource center, and a 360 degree development profile.

To assure the program is meeting the desired outcomes, evaluations are being done immediately following the completion of the seminars, and then again in six months to gauge changes in performance of the participants.

The Leadership Academy and Management Institute are designed to help University Leaders to:
- Lead and support an increasingly diverse work force
- Promote teamwork and positive working relationships throughout the institution
- Lead faculty and staff toward the University's strategic priorities
- Improve faculty and staff performance through coaching and professional development
- Link organizational goals with individual development experiences
- Increase efficiency in managing operations, facilities, information systems, and processes
- Continuously improve work processes that enhance unit efficiency and effectiveness
- More effectively manage the University's financial resources
- Use creativity and innovation to meet current and future leadership challenges
- Increase efficiency and effectiveness through critical thinking, judgment, and problem solving
